Separate job categories

Make spending measurable
Name eligible vendors, procurement categories, annual targets, reporting methods, and whether spending includes subcontractors.
Publish delivery and outcomes
Taxes, school support, workforce programs, grants, infrastructure, and environmental commitments should have owners, dates, and public updates.
